Massillon City Council is discussing a recreational marijuana proposal that would set districts for legal cannabis businesses.

The city is considering startup fees of $50,000 and operating licenses of $50,000.

Additionally, dispensary owners would have to renew those licenses for $1000,000 every two years.

The Council agrees that higher licensing fees would weed out the low-end marijuana riff-raff.
