The IRS will not be competing against companies like TurboTax. Liberals abandoned their fight and accepted a ban on the IRS from creating its own free tax preparation software. The House approved a bipartisan bill that includes many overhauls to the nation's tax collection agency, including protections from private debt collectors and millions of dollars in assistance for low-income taxpayers. The IRS does offer free filing to low-income Americans, but it is through third-party software and not very well publicized. Only 2% of the Americans eligible take advantage of it. In their statements, liberals said there was enough good in the overhaul package that it wasn't worth derailing it to fight over the IRS potentially developing its own free software.
